I tried and tried but still I dont know how to move the circle to the right. I scetched it on the center of the line and there it's stuck. Are there any constraints or somehow locked in place? The one to left is just to move as usual but not the other one, why?
Yes there is a constraint that locks it to the midpoint of the line. Each of the symbols inside the circle are constraints.
One workaround when you can't determine which constraint is affecting the object is to create a copy, then move the copy.

If you drag the dimension outside of the circle you'll be able to see the constraints easier.

You can just click on constraints and delete them, they should change colour when selected.
