Is there really no way to move a folder to a new location (ie to a new folder) within the navigation menu?

It the folder you are showing is at the top level of your project then NO. You can click on the web data base icon and move the folder to another project using the web database. In my screen capture, the folder Demo Files is at the top level of my project Beyond the Drafting Board so it cannot be move to another project using the application data panel.

Hi John,
What if you just want to move that folder into another folder in the same project. For instance moving "Demo Files" to the folder "Crawler Reconstruction"
It seems like there should be an easy way to manipulate/reorganize folders
You sure can and the Screencast will show you how. By the way, I am using my subscription license so the video will look a bit different than my first screen post. You can of course do the same process using a Personal License.

you have more options for moving / copying files and folders in the web interface of Fusion 360:
as you can see in the web interface you have the option for moving and copying a folder
