Which is better?

Creating a new file in Fusion and saving it under a descriptive name and then making bodies inside that file. 

Or

Creating a new file in Fusion, Saving it under a descriptive name and then making components inside that file?

What is the better modeling PRACTICE?

What you want out of Fusion, 

drives what you put into it.

Rules No 1 covers the exceptions too.
