Modeling on top of a 3d scanned mesh surface (.obj)

I had something 3d scanned, and I was sent the .obj file.  

 

I opened it in fusion 360....now I want to build on top of that surface.  

 

It's a scan of a truck "Grill", specifically the emblem. I want to model something on top of that scanned "face" then machine it to fit on top of the actual vehicle's grill.....

 

What's the best way to go about this in fusion?  Sorry I am new to this....trying to learn quickly!  

 

I tried uploading the .obj for you guys to see but its too large
