Model Scale Issues

I was sent a file once before from a avid fusion user to machine a part, His model was a 1x1" square on his screen, once I received the model it was 0.248" larger.. 

Does anyone know what might have happened?

Is there some settings in my preferences that may have caused this sizing/ scale issue?

all the while I'm looking at 1.248" squared but on his side of the shared model he is looking at 1" squared as he originally modeled the item

WE ARE BOTH USING FUSION - How might this have happened?
