This is one way you can do it. This video was made for something else but you should be able to use the same method to achieve your desired results.

Here's how I'd try:

 

  1. In a sketch create the top shape of the louver.
  2. Create a rectangular block using the shape with thickness being the height of the louver above the panel.
  3. Fillet the ends.
  4. Create a cutout by extruding a copy of the filleted block through the main panel.
  5. Shell the original block to the correct sheet metal thickness.
  6. Use rectangular pattern to copy the filleted block and the cutout to create the full panel.

Thanks for all of your help. I think I have what I need. I am following the steps in the solution provided by TheCADWhisperer for my own design. I believe it will work.
