I want to use brackets to add line numbers to a hand written program. Can someone explain to me how to do this or tell me if this is a legit service?... http://www.cnccoder.com/index.html Windows blocks this program "For my safety".

If you've created any G-Code using Fusion 360 then Brackets (an open source editor) should already be installed on your machine.

I am not sure if it features code highlighting for G-Code though.

Click on the start of the line and type N then a number then spaces bar done

You can add line numbers directly in the Fusion 360 post processor dialog.  Set the 'Use sequence numbers' property to Yes.
