Inserted component can't be moved- new issue!?

I've looked here but not found this same issue...I did see it on Reddit, but with no clear solution.

This never happened before, now happens 100% of the time for me.

1. Create Component 1.

2. Create Component 2 (external, in the same project).

3. Insert 2 into 1. At time of initial insertion, I can position #2.

4. After accepting the position, #2 is now locked. Can't be moved directly, can't be moved via a Joint definition. See the image:

Help! I'm at a loss.

Just a guess, do you have Component Drag checked?

There is a new Preference setting, 

Ground / Pin / Anchor to Parent.  Set on as default, 

Turn it off, to revert to previous workflows.

You have been caught by the new "Ground to Parent" feature.  Right click on the component and remove it.

Oy, WHY would they do that??? And not make it more obvious? I skim the new updates, but never saw this.
