Inconsistent behavior on sheetmetal workflow

On the flange creation one can choose the option between "new body" or "new component" 

BUT

if the flange creates a body it can't be converted / moved  to component.

The workflow you are describing is a current limitation and not the desired end result.  Because sheet metal was the first environment to have and associated bent and flat, the team has had to spend some time exploring architectural options.  There is now a strategy on how to move forward for the team to work on.
