I'm Not sure what I have created but I need to join them into a single component

I am attempting to align the spinner and backplate so I get locate screw holes and everytime I join the spinner to the backplate, only the lower ring of the spinner joins. I am not sure how to make the spinner a single component so I can accomplish this. I have attached a file

Because your file, is an Assembly file, 

(Normal) Joint the spinner to the backplate.  Add offsets if required in the Dialogue Box.

You have two Surface Bodies in your Spinner Conical Component that are interfering with your use of an assembly joint.  Video will show what I mean.
