how to unlock the constraints

there is a padlock in the constrants section. It seems that it should be unlocked. how do I unlock it?

that's the "fixed"constraint.  you apply it to geometry that you want to fix in place.  it will turn that geometry greed when applied.

That constraint is a toggle, clicking the padlock and then any green line will turn a green line to original colour.
