How to remove ghost vertices?

The vertex in question are only visible in move mode, I can't manipulate or even just seethem except moving them. How can they be deleted?

need more info here.  Can you share the model?  Is this in Form mode?  Are you in the Edit Form command?  Do you have vertex filter enabled?  If so, then these are likely not vertices at all but tangent handles.  They cannot be deleted, they are part of the definition of the body.  But, that's only a guess without the model.

It's sculpt mode, they are only visible with the vertex filter only when moving the geometry in edit mode. I can move them only. I can't delete them because they aren't visible unless I move.

again, most likely these are not vertices, they are different objects entirely.  They are there to control the tangency of the resulting surface at open edges.  They cannot be deleted.
