How to reduce inner and outer diamater of a solid shape?

I would like to change the hose connector which has a 12mm outter diamer(black line) and a 7mm inner diameter(red line).

If I have the parametric histories I could change it easily but in this case, I only have a STEP file and I have run out of idea trying to change the diameters. I couldn't use hole or extrude by cutting the inner diameter.

 

I have attached the STEP for reference.

 

Any help is greatly appreciated.

Delete the internal bore face, and new hole, or incorporate into next step.

Outside - design dependant, - Revolve > Cut or Join.

How much bigger or smaller do you need? You might be able to use press pull, set to New Offset so it's recorded in the timeline. First step after import is enable history then try press pull, if you need a big change to the outside diameter you might want to delete the top chamfer then add back after. Screencast should give you an idea. If you can't get what you need this way, just follow @davebYYPCU  suggestion.
