How to move t-spline / sculpt vertex in plane

dear everybody
in the old rhino-t-spline interface, it was super easy to modify t-spline vertices within a custom construction plane.
The Fusion 360 Modify command allows to set a coordinate space - world, view, local.
how to -> ?
(1) I would love to move the t-spline vertices within a local construction plane.
(2) I would love to scale parts of the t-spline body (faces, edges, vertices ) but be able to define the origin of the scale, the centre of the rotation and hopefully the direction aligned to a custom plane.
find attached an example - I would love to scale, and move the 3 points, to precisely design the corner, without destroying the rotational symmetry.
thanks for any help, suggestion, or link to a link to an video regarding the scale, translate manipulator.
