You could make the cylinder and then a cut with the sweep tool. Make some fillets and circular pattern. 

or maybe in sculpt workspace. 🙂

i try with circle as you suggest. Now i got straight texture. After this step hot to rotate the texture?

The path should not be straight, it should follow the trajectory you want. You can use Spline. Then project that sketch on the surface. 🙂

@atomleef here is a screencast showing how this can be approached in T-Splines. Not exactly what you are trying to create but it should give you a good idea of the general approach.

 

I personally would do this in Blender with the array modifier as that makes controlling things easier without having to select faces/edges all around the body, but you can also create selection sets if you want to re-select a set of edges/faces.

after i use sweep tool the start point and end point doesn't have same size of texture. How to resolve this?

That would not happen. Mmm.. check the geometry you are sweeping if all is right. Maybe using loft could have better results.

i just found out the parallel and perpendicular option in sweeping it work great with project line to surface.

Firstly i sweep as straight line instead of project line then it came out as first screen shot. Now i use project line it work great now.

Idk what wrong with you. That file is to tell him how he can make that curve... is not exactly the path he wants.

What I can't understand yet is how an apparently nice and inoffensive curve can have that curvature comb.

This remembers me about some examples of Horizon Modeling in Fusion. They seem to be perfect at first sight, but Patch surfaces can have a strange curvature.
