How to make pocket toolpath follow edge of model

Hi,

 

I'm struggling with getting a pocket toolpath to do what I want.

 

The goal is to clear out material on the inside of this model

But along the upper edge, the toolpath runs perpendicuar to the edge of the model instead of along it., like this

So the tool will leave indentations on the inner edge, like this

Why does the toolpath do this?  How can I make it behave 'normally' - where a rectangluar pocket is cut out with the tool following the direction of the edges of the model?

you could make a manufacturing model and remove that stepdown.
