To be clear, this functionality would be very low on my priority list. I do think it would be handy but there are a lot of other areas in Fusion that are in much more need of improvement. If you don't agree that it would be worth it, that's fine. I don't have good statistical data about how many users actually want this and how much development resources it would take to implement. Autodesk has much more insight into that I'm sure and I trust they will make the right choice in the end.
There is always a balancing act between taking the time and money to implement a new feature or just letting users make it work with existing tools. For instance, the polygon tool in the sketch environment is not strictly needed. You can pretty easily create any n-sided regular polygon using just lines, constraints and construction lines. But I end up using the polygon tool a lot and am very grateful for its inclusion. Another example would be the ability to make multiple fillets inside a single feature using one dialogue box. Autodesk could have simplified the dialogue and only allowed users to make one fillet at a time.
As for the hollow loft, it's less about shortening two steps into one, and more about making the functionality of the program clear to the user. As you say, users need to be told that they must use two separate lofts to make hollow forms. If the visual language of the program was more in line with what it's doing, that could be avoided. I would say that it would make more sense to implement the suggestion I made in my second comment about making it clear to the user that the Loft can only create solid bodies, and that the selected profiles must be solid regions with no enclosed gaps or holes inside.
