How-to help: Pattern creation

Hello guys, can someone help me recreate this type of pattern, please? I have no idea how to make it.

My friend like this design: https://www.printables.com/cs/model/73884-tower-of-hanoi-21-puzzlegame and want me to 3D print it for his little son. But the smallest part of it is only 2cm in diameter so I wanted to remix it so the little child doesn't choke on it. Basically, I doubled the size so the circles are going to be 40, 56, 72, 88, and 104mm.

 

Can somebody give me a  hint or some kind of advice on how to make the pattern, please?

Thank you so much! But how did you create the second sketch? Is it an offset? Also is there a way to make it parametric?

for second  sketch I use offset

for parametric I should record a video but at this moment I can't do it sorry 
but basically go to "modify " > " change parameters " then make you parameters and use them in the sketch dimensions as "parameter name you make "
