How to create a "smooth" landscape from a contour map

Hi all, 

I have a contour map of a block of land and I am trying to turn it into a 3D model. I have the imported the map into my file as a canvas. I am creating different sketches for each contour by first creating an offset plane, creating a sketch on that plane and tracing over the contour on the canvas using a fit point spline. Then I have created another offset plane, 1M above the last and repeated the process. This gives me a profile for each 1M interval.

I can extrude these down to the origin plane to create a "stepped" model but how can I create a smooth transition between the different contours to create a smooth landscape? Is this possible in Fusion 360? 

I tried using the "loft" function to join different profiles but it can't seem to handle it, it says "the loft would intersect itself."
