How to create a plane tangent to cone at specific angle

For some reason when I am trying to create tangent plane on the cone surface at specific angle, the zero degree angle will show in the area where I click on the cone surface. Selecting reference plane on the pin doesn't help. I still do not have control to move construction plane to specific angle. My opinion that if I click on the cone to create tangent plane, the plane by default should be created in relation to one of the existing planes (front, left, top ext.) then we should have the option to select other reference plane and adjust the angle.

Don't feel bad, I can't see any relationship between the angle setting and the reference plane Smiley Sad

 

If you need a tangent plane aligned with the XY plane, you can an angle plane using the original sketch geometry will work.
 
@jeff_strater: Is the tangent plane angle setting for cones documented somewhere?

p.s. If you create the angle plane inside a component, you can rotate the component to any arbitrary angle.

That seems odd that the angle isn't controlled in any logical way.  Try tangent to surface at a point, see screen cast-
