How to create a lopsided cone?

Hey,

 

In my project I need to construct a lopsided cone but no matter which area on which axis is rotated, I don't get the wanted result.

I want the footprint of the (almost) zylinder to be the footprint of the cone and the point at the bottom (see figures/project) to be the top of the cone.

I mean I could just ignore it and make it different, but I think my idea should be possible so...

Pls help me!

Loft the cylinder face, to the sketch point.

I accidently extruded some at the bottom of the zylinder. Actually the footprint of it should be inside the purple line.
