How to counterbore a hole on a cylinder?

The 2D drawing for this part calls out a counterbore down to 0.82" above the floor on the two largest holes on the top-right side of this model. It's not clear to me from where that depth is measured, but I'm assuming from the highest point of the counterbore.

 

The holes are made from the bottom-up, since I couldn't figure out how to start a hole on the cylinder, and the Hole tool doesn't let you specify counterbores on the far end or to a distance from the other end (only to a depth).

The measurement would be to the bottom of the counterbore. One way to create the counterbores is to create an offset plane at the top of the model, in this case the offset would be equal to the radius.  Create a sketch on the plane, then project the holes using the bottom of the holes.  Close the sketch and create the counterbores using the hole command.  In this case the counterbore depth would be 'radius - .82'.  It looks like the holes are for a #10 machine screw, which would make the counterbore diameter .375".

To do it from the top do a tangent plane and select the origin plane to make it square to (then do an offset plane to have it at a different height than the top of the body)  or if you needed it squire to a different spot, you put in a sketch that you can use for Alignment if it's a whole angle like 20 or 30 degrees you can eyeball it to the sketch , then do a projection onto the plane of the 2 outside edges then draw a line down the center or how ever far in from one edge that is needed from projected line to projected line.

Then you can put a point on the centerline wherever it is needed then you use the point for placing the Hole feature.

Turns out, the drawing I was basing this on was a bit confusing. The counterbore depth is 0.82", measured from the plane parallel to the floor and tangent to the top of the cylinder (offset from the floor by the radius). This may be convention in engineering drawings, I don't know. But I was able to make a hole from points on that sketch plane, top-down, and set the counterbore depth properly.

 

The Hole tool could still be made a lot smarter and more flexible; I'll post to IdeaStation about it.
