How to change published Animation frame rate?

When I publish an animation into a .avi video file, the frame rate is 24fps. I would prefer it to be higher. But so far I could not locate a setting I could change or any solutions online.

The short answer is that 24 fps is the only option for animation. A work-around could be doubling the duration of your transitions (basically doing your animation in slo-mo), then bringing that into a video editing program where you double the speed at set the framerate higher. Does that make sense?
