How to align edge of a pipe with a plane?

I am trying to align an edge of a tube/pipe roof rack that I downloaded and inserted into my design with a specific offset plane that I have created. Or if it would be easier to align two edge of two pipes (criss-cross) then I could do that since I am basically just wanting to set the tube rack on top of two crossbars on top of my trailer. For the life of me I am drawing blank here. 

 

Since I downloaded it there are no sketched to use to align so I am trying to align the edge of the tubes.

 

I have tried the align tool numerous times with no luck. Ugh

Fusion today is not so good at aligning round things to flat things (another common question is a cylinder in a V groove).  We are starting work on a Tangent relationship, but that is still quite a ways out.  In the meantime, you'll have to create some construction geometry of some kind - sketches or work geometry, so that you can use a Joint or Align to position your pipes on the plane.
