How do I make this?

I can make the base plate and the rod, and rotate the rod, but I'm not sure how to center the rotated rod in the plate.  I can imagine ways to do it, but they all feel kind of kludgy.  What's the easiest way?  Thanks for any tips.

I would think a joint from the center of the beveled rod to the center of the plate would be the easiest. Ensure that your plate has enough width to allow for the .125 (.129" in my case) spacing. If the side spacing isn't symmetrical, just adjust the joint ofsets.

is the 1/8 inch here a dim that is suppose to drive the height of the plate?

if so i would do it like the attached file.
