Is it possible to apply a texture to a the surface of a model?  For example,  I am trying to create a 3d wall for a board game with a brick texture on it.  I could do it manually but it would be tedious and very time consuming.

SOLIDWORKS can do it:  https://grabcad.com/tutorials/how-to-3d-texture-your-parts-for-fdm-printing-using-solidworks-2019

It might be possible in Meshmixer.

I could only find a tutorial for Blender, though:

The keyword that got me these results was "baking in" height maps.  You create a bump map based on an image, wrap your model with it, turn up displacement, and then convert it to a mesh.

Using procedural textures In conjunction with displacement mapping in Blender is another much more flexible option than an image map. It does not require UV mapping.
