How can I do an offset cut to a 3d surface

So, I created a 3d surface, then embossed shapes onto it, so all the cuts follow the shape.  But I need a cylinder cut beneath that follows the surface shape, but offset from the top (so the cut matches the bottom of the embossed cut outs).  I created the duplicate body with the cylinder cutout, and was thinking of using something like combine, but that isnt working (or im doing it wrong).  Is there someway to create that cylinder shape as a cutting shape and cut it out?  (the top shape is the one with the correct embossed cut outs, and the bottom shape is the cylinder shape that I want to cut out of the top shape, but only to the bottom of the embossed cut outs).

You don't need and hide body 7.

Set timeline marker before the Emboss, 

Surface > Create > Offset - select the top face of body 3

Set offset, same depth of the emboss cut, 0.079in.

Extrude > Cut - the lower circle to Object, select the offset surface as the object..

Send Timeline to the end.

 

Adjust as required.
