Hole command not applying extents condition to all holes

In this example I have two holes created using the hole command using the sketch option to create multiple similar holes. The extents option is used to indicate the holes should break through into another intersecting hole in the panel as shown. The problem is that the extents condition is only applied to one hole of the two selected? Is this a bug or is there an issue with how I am using the commands?

No, this is not a bug!  Think about what you are asking.  You select the "To" option for depth then touch the cross hole wall for one of the holes.  Fusion 360 obeys but it does not know anything about the other hole, you have not indicated it is even there.  You have to select the hole wall on both holes you want to have the operation to go to.  Fusion 360 is cannot read your mind.

You can get this to work if you select one of the points at the centre of one of the holes.
