Not getting anywhere and cannot believe how much I have forgotten over the months of not using Fusion 360.
I know it's a lot to ask but I don't have time for help on this I need someone to do it.
I need to get an image of this to a Manufacturer quickly, it's already late.
I believe it will be a simple task for most of you but the more time constrained I'm in the less progress is made.
This will be laser etched on a product.
Image shows B=Black areas, W = White areas, Text is all white (ignore the "B" error on the text) with surrounding black area.
If anyone has the time to play around with this I thank you, at the least thank you for taking a look.

Start a new file.
Make sure that Capture Design History is turned on.
Create the rectangle dimensioned as shown...
Rectangle and construction line.
Hmmm, now I can't paste images...
I checked again and your inside loop dimensions (sort of) made more sense.
Add the vertical construction line with Midpoint constraint and change the dimensions as shown.
Add the two circles as shown (for clarity I started a New Sketch).

I am unable to get the outer parameter and offset to turn black, always blue

Use Construction lines to control your geometry and make sure that Horizontal lines are actually horizontal and Vertical lines are actually vertical (this was an issue on your original file).
Note the two = constructions lines used to locate the actical text precisely centered.

Do you want this embossed, debossed or split (flush)? Not sure how you would etch flush?
How deep and which gets etched, the white or the black area?
(Might move the TT over to the right a bit, but that is your call..)
They etch the white away and leave the existing black anodized finish.
Looks perfect, may need to adjust the "actical" a bit left, looks just like is needed.
Would you upload you .f3d file?
I can work with it the tiny bit of tweaking it needs.
I am still fighting the same errors/issues as before for the most part.

I tried to explain I did not need help I needed some one to do it due to time constraints, I have tried hard previously and tried again today to follow your work flow with only some progress.
Thank you for your time in/to explaining but am out of time now anyway so it's a moot problem.
