Help fully defining an oddball sketch.

Okay I need help with this.  I created a circle and then added one feature using the spline tool and then used the pattern command. Not sure if this is bad practice? Either way I'm totally unable to get my sketch fully constrained.  Any chance someone could take a look?

A step file does not contain a history and it is therefore not possible to analyze the design.
Please share the f3d file.
File > Export > Save locally as f3d > Attach to post
