Help designing locating slots for a part

I'm struggling to find what it is I even need to make, let alone think of how to make the part - I'm hoping someone here can help me out. I'm making a female end for this instrument to lock into. It's a cylinder with a rod that runs through it. The rod acts like a locating pin (for lack of better terms), and the whole thing rotates 90deg to lock in place once it's inserted fully

 

Here is the instrument I'm working with:

I have the rest of the part I'm making figured out, I just need to make a hole with the slots cut in it shown above. Let me know if I'm not clear on anything or if attaching my file would help. Any help would be greatly appreciated. Thank you!

This video is doing exactly the opposite of your request, being outside with an embossed track, but 

inside with a debossed (cut) track can be done the same way.  Do one and pattern it.
