Getting XYZ measurements
Hello,
Right now inside of Fusion 360, we support showing of the XYZ delta measurements when you measure between two points. You can get the check box option you see in the image below by selecting two vertex points. If you hover over the value in the dialog for one of the Deltas it will show the value in the graphics window in case you are unsure which direction is which.
We are continuing to work on improving Fusion's capabilities, if having additional selection options for XYZ delta is important for you, we have an Ideastation that allows customers to provide recommendations on what is important to them. This way we can prioritize feature enhancements such as this.

Measure behaves differently depending on context.
In your image you are measuring the closest distance between a circle and line, so Fusion is going to show you this as an absolute value. Here is this mode shown with a more apt set of geometry for this problem. You can see it's a "closest" distance measure.
The concept of XYZ delta measurements is seen when measuring between points. A circle and a line have an infinite number of points along their length. So to create the measurement you want, you need to measure betwen points. Here is how I did it in Sketch using points added to a circle and line.

Thanks for the reply. I think measuring distances between objects on a specific plane is so basic to CAD programs, that it shouldn't need to requested.

Sorry, but this is not clear to me because all measurements are between points and there is no option to select that I can see which says "measure between points". Could you please reiterate?

Sure!
Start the measure command. Use the default selection filter. If you move your cursor over geometry, Fusion will highlight faces, edges or vertices, depending on cursor position. You simply select by clicking (face/edge/vertex).
btw - I cannot find what you mentioned: "measure between points" I should read the complete sentence, silly me.
