in Fusion 360 how do i toggle t-spline display from smooth to block and back again?

There is a command under the Performance menu to control it:

just choose one of the 3 modes available:

Or, use Alt 1, Alt 2, or Alt 3 hotkeys to toggle between the modes, while you are in Edit Form mode:
