Filleting problems

I am following the lamp tutorial but I cannot get the fillet comand to round the bottom corner as per the tutorial.It will only make a concave fillet.

Make sure that when you're making that second piece to add onto the base that you are not joining the body but making a new body or component.

I believe this is the problem they're talking about! I had the same problem. Any more specific details on how to avoid this? I literally followed the directions to the T until this step. Thank you!

When I had this problem, it was because in the previous step, extruding the neck shape, I left the default Operation selection to Join, instead of "New Body".  When selecting the "Symmetric" Direction, the Operation switched to Join, so ensure to change it back to New Body.
