Fillet problem?

I wish to create a fillet between the hook and the rod on both sides to strengthen the mount but when I try to use the fillet tool it points inwards rather that outwards. I have tried to combine them first but still the same. What would be the correct way to achieve this please?

Combining fails due to lack of contact between hook and rod.

Project the profile of the rod onto the sketch and connect the projection with the hook profile.
