Sketch.ShowUnderConstrained is showing two points as being under constrained.
But they both have endpoints coincident to a Fixed spline:

Isn't a Spline a calculated entity? This would mean that your y position is fixed by the Dimension
but your x position is calculated and technically floats. Wouldn't this be unconstrained? That might
be the reason. The last time I had issues with Splines like this was importing an airfoil. The way I
fixed it was by creating a new Sketch and Projecting the curve of the airfoil. This locked it down
because it was in a fixed position. I then made other features co-incident or whatever to the Projected
curve and not the original spline.
I once got caught by a Hexagon that I thought was constrained. I Dimensioned the x,y for the centre
and the length of the sides. It still rotated around that centre. I couldn't see it until I grabbed a side
and it moved. In that case everything was "black" too but it wasn't constrained.

this looks like a sketch solver bug to me. I was easily able to reproduce it.
