Extrude taper not working

I've been trying to figure this out for several hours and I don't know why this is happening. This is relatively a simple shape and whenever I try to extrude it with -21mm length and 1.2mm taper, I get an error(see attached).  Any small amount of taper gives me this error. Any help will be much helpful.

@Anonymous, the design now looks different from the image you posted:

I can select part of the design and extrude it with taper:

but the other profiles cannot be extruded with taper.  Looking into the other profiles, there are areas that work OK, and others that do not:

we'll look into this geometry to see what might be causing this error.  Thanks for sharing the file

Wow! Thank you so much for helping me out with this issue and digging deep into the project. I really apologize about the shape being different from what initially posted. This is my first time sharing my product so I must've made a mistake but it looks like you saw the issue anyway. Would you happen to know why this is happening in certain areas? It doesn't look like it shouldn't be any issues since the area that's affecting isn't that complicated so any insight will be awesome.

Sorry for the delay getting back to you.  This does look like it is a problem with the core extrude kernel.  That team is looking into the problem.  

In the meantime, I've tracked it down to one particular curve in the sketch that is causing this problem.  See the screencast below.  If I make that curve a construction curve, and re-sketch another spline curve over top of it, the extrude works for me.

Hi Jeff, thank you so much for the help and sorry for the late response. I'm currently working on eight cookie cutter at the moment and four cutters are having the same issue. What do you recommend me to do to fix this issue? Looking forward to your response.
