Extrude circle then shorten and move

I am trying to move the half cylinder away from the edge and cut it down. But still keep it on the surface. Thanks

Best practice is to change how something was made using the original sketches and features, rather than making something, and then adding changes in the time line to that to get what you want. (gotta do it that way sometimes, but usually not as clean and can give rise to other issues if you make it your habit).

 

in your case instead of moving the cylinder shape after the fact, it's better to edit the sketches and the extrude feature. (always avoid the use of move when ever possible.  and it's usually possible.)

it's also a good idea to use only the ordinate planes when you can, instead of putting sketches on the faces geometry.
