Exported Drawing PDF Having Restrictions in BlueBeam PDF Editor

I exported a Drawing File in Fusion to a PDF.  When my client opened my drawings so he could comment and leave different dimension on it in Bluebeam the file is restricted and does not allow editing.  Is there a way to export with out restrictions so it can be edited?

Perhaps it is a Bluebeam issue? I have just checked the document settings in Acrobat DC of a .pdf created in the Drawing space of Fusion 360 and there appears to be Zero Security or restrictions
