environments not oriented properly

I recently noticed that my image environments, and all environments, were like 90 degrees off relative to the model. Then I realized that the model and the background environment were locked together in any rotation. Also, several of the environmental backgrounds, which I had downloaded before, were not available and would not download.

The Environment is set to the model by the view.  Take a look at the Screencast to see what I mean.  I do not have an answer for the second part of your question as I do not see the issue on my system.
