Edit Drawing Call Out Balloons

I want to place call out balloons to identify items based on a custom table.

Every balloon I place is 1. I go to "renumber" the balloons and as I click around in sequence they all change to the next number.

What gives?

This is a nonsense! A post created in 2017, very basic issue with a very simple solution still not addressed in 2025! As said previously, UP YOUR GAME!

What about this pretty roadmap from 2022? I think you got lost my friends, I'll ask SolidWorks to send some help.
