Easiest way to remove a rectangle area from a cylinder?

Ok, so I need to remove part of the outer cylinder without changing the inner one. It needs to cut all the way around the cylinder. What is the easiest way to do this?

If you need to cut outer ring, I would sketch a profile and use it to do revolve cut. 

Do you need more details about revolve cut?
