In the screenshot the hole that can be seen with the hole callout was created with the hole tool , a counterbore and offset thread.
The .335" thru hole is 1.38" deep with the 3/8"-24 only tapping .8" deep. The cosmetic thread is shown the full length not just the .8" as expected.
I do not see an issue when with the proper layout and callout of a cosmetic thread on my system.

I appreciate your feedback but your example does not truly reflect what I have modeled. I believe if you add a cross drilled hole as I have you will see the difference.
