Double Compound Dovetail--Need Some Help

I have attached a pdf.  This is an angled dovetail and I cannot get it to look right in Fusion.   Could someone please give me an example of how to do it or some ideas?  thank you!

My first question would be about the true design intent of these two dimensions.

My next questions would revolve around (pun intended) the cutting tool that will be used as I suspect there is an error related to perpendicular path to cut.

The dovetail end view on an inclined plane, auxiliary view... uhmmm, this will be easier to explain with a video... back in a bit.
