Dimensions rounding up?

I have had a couple instances where I specify an exact dimension and then go back to modify that feature and the dimension seems to be rounding up. Is there a tolerance feature built in to the program I haven't found yet or would something else be to blame?

Under Preferences--> Unit and Value Display you can set the general precision to suit your requirements. You may need to select existing dimensions and move then a little to reflect the precision changes.

How does the General Precision work? I can't figure out what to change it to. I want to have 3 places behind the decimal point on the measurements of a drawing.
