I believe I have seen it asked, but not answered.
Is the expectation that SVG imports dimensionally accurate into Fusion 360?
I strongly believe my SVG is correctly scaled in mm, but on import, it appears to be slightly greater than 3 times oversize.
So my 83 millimeter rectangle comes out something around 280 millimeter, which doesnt seem like any of the normal inch / mm conversion errors.
I would like my 80 mm to be 80 mm on import.
Is this a known issue, or am I doing something wrong?

Have you tried to open the svg file as txt and check if the units are in mm our inch our check the Preference and if is in “Unit and Value Display” is Metric and the “Default Unit” is in mm.
If all this is clear then try to make a square and see if the issue is occurs, if is fine done, if not post here the testing square.

Didnt think it was a mm/inches issue as there was no factor of 2.54 involved.
Does anyone have a workaround for this? I'd love to be able to do most of my sketch work in Illustrator and then bring it into Fusion.
May you open the svg file using any text editor and check the data saved in it? As far as I know, Illustrator will save a different value than the one you see in Illustrator! For example, on my machine, I have this drawing:
However, if I save it as SVG, it says the size is 283.465x141.732.
I believe it’s scaling the size of the rectangle by 72/25.4 on my computer. It might be 90/25.4 because of different DPI.
As a workaround, I propose you to create an illustrator document using “Points” as units. Then you can get the correct size after importing to Fusion.
