Just click file -> new from design and select his file and it will open. You don't need to upload it first.

Sorry I could not be more specific this morning. I had just time to load up the model befor I had to leave for work and don't have accesss to my Fusion 360 machine here.

 

When starting to design such objects try to break the geometry down into simple geometric shapes shapes. It is easier to do if you imagine that all the soft radii called fillets are removed from the object and you are only left with sharp edges. Usually in a CAD model fillets are applied at the very end of the design process.

The next thing you should think about are symmetries so if you have a circular pattern as in this case then you only have to design the geometry once and then pattern it.

 

The ability to break down complex objects into is key to designing in solid models.
