Deletion Help

Has anyone come across the problem of not being able to delete a file on our main creation page. The page where we start making a model or part, etc. On the top of the page are file tabs with an X next to them to be able to delete the file and start new. Well the X is dimmed down and when I choose it, it opens a window that gives you three choices, delete, cancel and save but the only one that works is cancel. I dont know how to fix it and I would rather that window not open at all unless I choose to save it. Ive come across the settings for this but forgot where it is. Thank you for any help you might have!
