Creating a relief

Hi all,

 

I want to create a relief of a train in fusion 360 (on a flat surface). I have started to sketch out the outlines for each component that will be on a different level and I'm trying to figure out the next step. I guess the easiest would be to extrude the surfaces and then use the fillet command for the edges. However, the nicest would be to loft them to get a softer all-over bend. I'm not sure how to go about that though, moreover the motif has a bit of a perspective so that the front of the train should be larger and higher than the back, also there is a component on the train following its side from top to bottom that  should be higher than the main shape but still follow it.. Please see image on what type of relief I am trying to achieve.

I see a lot of sweeps, some revolves and lofting maybe.  attached is a quick example (I used 3d sketching cause I'm lazy.  probably more manageable to separate into multiple sketches and to put the sweep profiles and separate orthographic planes.
