I need to set the pivot point to the drawing origin, but can't find a way to do it. It would seem that selecting the joint objects and the joint pivot point should be separate operations.

Is the component origin at the design origin. If it is activate the component and it's origin, turn off the design origin.
Then create a joint origin on the component and pick a point anywhere on the component then click on the centre of the new joint to edit it's position. Click snap on the dialog and pick the component origin.
Activate the main component and turn the design origin back on. Then create a join between the component's Join Origin and the main component origin.

To add to the above. If the component origin is not at the design origin activate the component, create a point at the Design origin then turn off the design origin. Then follow the instructions above using the point instead of the component origin.
